Frequently Asked Questions
Is unemployment compensation taxable?
Yes. Unemployment benefits reported in Form 1099-G Box 1 are generally taxable for federal income tax purposes. They are ordinary income and are not subject to self-employment tax. Some states also tax unemployment—this tool applies an approximate state rate on Box 1 when your state has an income tax.
When is Box 2 (state or local tax refund) taxable?
Box 2 shows state or local income tax refunds, credits, or offsets. Those amounts are federally taxable only under the tax benefit rule—typically if you itemized deductions in the prior year and received a tax benefit from deducting those state/local taxes. If you took the standard deduction last year, Box 2 is usually not taxable. Use the checkbox in this tool to include Box 2 when the tax benefit rule applies.
Does unemployment income trigger self-employment tax?
No. Unlike 1099-NEC contractor pay, unemployment compensation is not self-employment income. This estimator uses ordinary federal income tax brackets only and never applies the 15.3% SE tax.
How does Box 4 federal withholding affect my estimate?
Box 4 shows federal income tax already withheld from unemployment (or related amounts). We subtract that from estimated federal income tax to show a balance due or estimated refund. State tax is estimated separately and is not reduced by Box 4.
Is this official tax advice or are my figures uploaded?
No. This is a planning estimate using approximate 2026 federal brackets and average state rates. Calculations and PDF downloads run entirely in your browser—nothing is uploaded. Confirm with a CPA or tax software before filing.

1099-G Unemployment Tax Estimator: Benefits & State Refunds in 2026
Form 1099-G reports unemployment compensation and certain government payments. Box 1 unemployment benefits are generally taxable for federal income tax. Box 2 may show a state or local income tax refund—taxable federally only if the tax benefit rule applies because you itemized in the prior year. Box 4 lists any federal income tax already withheld.
Unemployment pay is ordinary income, not self-employment income. That means no Social Security or Medicare SE tax on Box 1—unlike 1099-NEC or 1099-K earnings. Your planning questions are how much federal tax the benefits add after the standard deduction, whether to include Box 2, whether Box 4 withholding covers the federal bill, and what approximate state tax may apply to unemployment.
This estimator totals federally taxable 1099-G amounts (Box 1 plus Box 2 when you enable the tax benefit rule), applies approximate 2026 ordinary brackets by filing status, estimates state tax on Box 1 with an average effective rate (0% in no-income-tax states), and nets Box 4 for federal tax due or refund. Pair it with the 1099-INT, 1099-B, 1099-NEC, 1099-K, and 1099-MISC tools when your year includes interest, brokerage sales, or freelance income.
The free 1099-G Unemployment Tax Estimator runs entirely in your browser with optional PDF download—no uploads and no account. Use it to sketch taxable 1099-G income, federal due or refund, and effective rate before you file. It is an educational planning tool, not a substitute for professional advice or IRS e-file software.
